Water Intrusion

Introduction and History
The City of Falls Church, Virginia cited the Saint Joseph Preschool and Kindergarten for code violations due to water intrusion in several classrooms and food preparation areas.  The School was given approximately 6 months to comply with the city code.  The School Board of Directors solicited bids from roofing contractors who suggested patching the roof during the winter with a full roof replacement to occur in June.  The school was working with an architect for potential renovation and expansion who requested Innovative Facilities to review roof issues.

Analysis
Review of the roof indicated that the tar was brittle and cracking causing the overall roof to be considered in extremely bad condition.  Simple roof repairs as suggested by the roofing contractors would not last the winter and as technicians walked on the roof for other repair work would cause further damage.  During the inspection, it was determined that the school also had one overlay more than allowed by code. It was also determined that with the school operating year-round, the air-conditioning system was not able to keep the interior space within specified temperatures during the summer months.
 
Project   
Innovative Facilities was brought hired to develop the scope of work, bid, awarded, and manage the project. Scope included the addition of rigid R-20 insulation to be installed above the decking, pitching the roof to allow drainage and protect against the elements.  The roof design was ballasted with specifying white river rock.  Roof replacement was completed in two weeks during February and a 12-year manufacturers’ warranty was provided.
 
Results
Total project costs, including Innovative Facilities' fee was less than the lowest bid from the original roofing contractor bids received by the School Board.  During the summer, the School's utility bills were reduced by 1/3 due to the insulation and color of the roof.  In addition, the school received its’ license renewal from the City of Falls Church well before the May deadline.
